Respondents Michael Streckfus Company and Gallagher Bassett Services, Inc. filed a Petition For Review June 24, 1999 from the trial commissioner’s June 14, 1999 order imposing a penalty pursuant to Sections 31-288(b) and 31-300. That order was issued as the result of an informal hearing. No transcript or exhibits exist. Absent a record, this board cannot properly consider the appeal under Section 31-301. Consequently, this matter is not ripe for appellate review. Therefore, the appeal is remanded to the Eighth District for a formal hearing or other appropriate action. See Propiescus v.
