On June 16, 2004 Respondents filed an appeal from the trial commissioner’s June 9, 2004 Finding and Award. That Finding was issued absent a Formal Hearing on the record. No transcript or exhibits exist. Therefore, there is no record for this board to properly consider the appeal under § 31-301. The matter is remanded to the Seventh District for a formal hearing or other appropriate action. See Conerly v. IBM, 4567 CRB-7-02-9 (November 7, 2002).
