Respondents have filed a Petition for Review from the trial commissioner’s December 2, 2005 Sec. 31-308a Order. That order was issued as a result of an informal hearing wherein no record exists. There are no transcripts or exhibits. Absent a record, this board cannot properly consider the appeal under Sec. 31-301. The matter is therefore remanded to the trial commissioner acting for the First District for a Formal Hearing or other appropriate action. See, Badawich v.
