Respondent Second Injury Fund has filed an appeal from the trial commissioner’s March 7, 2006 Order as the result of a pre-formal hearing. No record exists. Absent a hearing on the record, this board cannot properly consider an appeal under Sec. 31-301. The matter is therefore remanded to the trial commissioner acting for the Eighth District for a Formal Hearing or other appropriate action. See Merenskiv.
